Ann B. Hewitt Phipps, 79, passed away Sunday, January 17, 2021 at home in Arlington, Texas.
(Mersha) Ann Bullis was born in 1941 to Dorrace (Dee Dee Dickerson) Lancaster Bullis and Morris Bullis in Dallas, Texas. Early in Ann's life Jack Dickerson began a lifelong romance with her mother Dorrace becoming a father figure to Ann and remained so throughout his life. Ann graduated Southern Methodist University in Dallas, Texas in 1962. She moved to Rankin, Texas where she taught school for one year before returning to Dallas to teach, marrying Richard M. Hewitt in 1964. Ann raised two children in Fort Worth while working in local and state politics and fundraising. A few of Ann's career accomplishments include her time as the Executive Director of the Tarrant County Republican Party; being a member of the Robert M. Bass Group; her time on the Fort Worth Zoning Board; and as a professional fundraiser for the national office of the American Red Cross. In 2000 Ann married James C. Phipps, Sr. They lived in Fort Worth until 2007 when they relocated to Arlington, Texas.
Ann is survived by her husband James C. Phipps, Sr. of Arlington, Texas; her son Dr. Stephen M. Hewitt CAPT (USPHS), and his wife, Dr. Mercedes Meyer Esq. of Potomac, Maryland; granddaughter Merrill L.M. Hewitt and grandson Spencer J.P. Hewitt of Potomac, Maryland; her daughter Sarah A. Hewitt of Morrill, Maine.
A graveside service will be held at 2 p.m. Wednesday, February 17, at Parkdale Cemetery.
